What is CPAR? Should my clinic use it?
The Alberta CPAR integration allows clinics to send paneling information electronically from the EMR. The CPAR integration is a prerequisite for enrollment in the Primary Care Physician Compensation Model (PCPCM).
For more information on PCPCM visit the following article: Navigating The New Alberta PCPCM
Patients are paneled via Juno, and a submission is made automatically to Primary and Preventative Health Services (formerly known as Alberta Health) on a regular basis.
I want to get the CPAR Integration, how do I get started?
Before configuring CPAR, your clinic must complete and submit a Confirmation of Participation Form. Once received, a Coordinating Agent from the eHealth Services Team will reach out to guide the clinic through the onboarding process.
Click the following link to submit the CoP Form: Electronic Confirmation of Participation (eCOP) Form
Below is a general outline of how to get CPAR working:
- Clinic contacts their PCN or the eHealth Services Provider Support Team to start Onboarding process
- The eHealth Services Provider Support Team sends a notification to Juno EMR Team
- Juno EMR Team configures the integration and enables the CPAR User Interface components
- Clinic configures CPAR integration and desired panels
To start the CPAR Onboarding process contact your PCN or the eHealth Services Provider Support Team:

Does it come with the CII Integration?
CII for Juno is under active development, and is not available at this time.
Clinics can start using the CPAR integration and become eligible for PCPCM as CII as CII is still being developed.
The purpose of the CII integration is to send data from your Juno EMR to Netcare for other participating providers to see. Example of data can include encounter related information, measurements, and consult reports.
My CPAR Integration has been configured and my clinic is "live", what is the next step?
Once your clinic has been onboarded and CPAR has been integrated, it is ready for the initial set up. To get started with CPAR you will need to:
- Configure your CPAR integration by entering clinic name and Site ID
- Set up the associated panels
See the following section for detailed instructions: Configuring CPAR In Juno
Once this is done, you are ready to start assigning patients to panels. It is recommended to use the Bulk Update functionality in order to assign many patients at once. For more information, see Adding Many Patients to A Panel
Do I need to make changes to how I bill for PCPCM?
If using ClinicAid, you may need to bill additional codes as part of the new funding model. For more information, please see the following articles: https://help.clinicaid.ca/s/global-search/pcpcm

What if I use Multisite or have multiple Locations in Juno? Which "Clinic Name" or "Site ID" do I set up?
During the main CPAR Integration configuration, only a single Clinic Name and Facility ID/WDFA key is asked for.
If you have multiple Locations or Sites in your Juno, enter the one that can be considered to be your main/primary Site or Location. If unsure, pick any one of the existing Facility ID's issued by Primary and Preventative Health Services (formerly known as Alberta Health).
Once Site ID and Clinic Name is configured, you can create as many panels as you want with varying Facility ID's representing the multiple locations.
Do I have to add all my patients to panels individually?
Clinics that have accurate MRP or Doctor designation in Master Record or Details can take advantage of the Bulk Update function in the CPAR Panel Management section.
The Bulk Update allows users to assign all patients that have a specific MRP in their demographic record, to a desired panel.
For instructions on how to use Bulk Update to mass assign patients, see the following documentation: Adding Many Patients to A Panel
While this may not fully represent the complete panel, it provides a way to get panel the vast majority of patients. Once done, clinics can remove or add patients individually as needed.
How do I know if a Panel has been submitted?
Users with 'admin' access or a custom CPAR role can use the CPAR Panel Management section to see all the panels that have been submitted. This includes the delivery date, unique ID associated with submission, and the delivery status (submitted, failed)
For more, see the following section: Viewing Panel Submission History
If I set a Panel to submit manually, can I still make changes?
After clicking Submit to schedule a panel for manual submission, you may still continue to make changes to the panels.
Any changes to panel assignments, appointment dates, confirmation dates and the like will be automatically included when the panel is submitted.
I only want certain users to be able to modify panels, can I restrict access?
By default all users can interact with the CPAR component for individual patients. All users can add/remove panel assignment and view panel information.
Only users with 'admin' role can access the CPAR Panel Management section, allowing to add/create panels, edit existing panel information, view submissions, etc.
If desired, clinics can create a custom role that allows non 'admin' users to access the CPAR Panel Management.' configurations.
This is done by creating a new custom role as outlined in the following section:
This allows the clinic to control who can have access to CPAR Panel Management, without providing full access to all other 'admin' configurations.
There is a patient in my panel, but they are not submitting to CPAR. Why is that?
There may be instances where a patient is assigned to a panel but do not get sent to CPAR during submission. In order for patients to be submitted successfully, they must meet a certain set of criteria. If the patient is paneled but is not submitted, review the following:
- Does the patient have an appointment? Patients must have a 'last visit date' in order to be eligible for submission
- Is the patients Date of Birth after their appointment date?
- Is the patient Inactive? Only patients with Active status are submitted
Still not sure why the patient is not submitting after checking the above? Contact the Juno Support team for assistance.
Our clinic uses the OSCAR Classis (or Juno) UI, can I still use CPAR?
All CPAR related components and functionality can be used within the Classic and Juno UI, including the CPAR Paneling Component and the CPAR Panel Management section.
I want to export a list of patients in my panel to compare it elsewhere, how can I do this?
Once there are patients panelled in Juno, an option exists to export the list of currently paneled patients to a .csv file. To do, follow the steps below:
- Navigate to Adm > CII/CPAR > CPAR Panel Management.
- Under Panels, click on an existing Panel Name to see all patients
- Click the "Export to CSV" button
A csv file with the associated patients is downloaded. Note that this represents the current patients associated with the panel and may differ from what exists in Netcare (depending on whether these panels have already been submitted or not).
